Report Highlights
In the wake of the global financial crisis in 2009, Chinese economy began to show signs of recovery and growth. In 2010, Chinese economy is expected to grow at steadier pace. Against the backdrop of growing and far-reaching impact of economic globalization, China's economic & technological development zones are facing new situations: on the policy level, the adjustment and reinvigoration plan for eleven major industries as well as an array of policies including "ensuring growth", "adjusting structure", "stimulating domestic demand" and "improving people's livelihood" have all made economic & technological development zones as the key carrier; on industry level, more and more economic & technological development zones have made emerging industries such as pharmaceuticals, environmental protection and new energies as the top priorities, which are also the focus of attention for the government; on environment level, the concept of ecological civilization put forward by the 17th Congress and the attention on low-carbon economy will have significant impact on the development of economic & technological development zones.

In the first half of 2009, 54 national-level economic & technological development zones realized RMB 580.317 billion in industry value-added, RMB 2288.63 billion in gross output value (current price), RMB 145.066 billion in tax revenues, USD 146.246 billion in total imports and exports, of which USD 78.154 billion for exports and USD 68.092 billion for imports, and USD 10.008 billion in actual use of foreign investment. In the new context, China's economic & technological development zones characterized by intensive and export-oriented production demonstrate some new features: the shift of growth mode driven by foreign investment and exports to the growth mode that attaches importance to both domestic and overseas demand; the shift of the development mode from single industry clusters to the combination of multi-level and progressive industry systems; the shift from traditional industries such as chemicals and machinery manufacturing to emerging industries such as new energy, environmental protection and biotech.
